This benchmarking review of locally derived guidelines on control of cancer pain analysed over 170 guidelines and algorithms used by UK palliative care services and compared them to Council's own guidance and WHO standards. Recommendations are made on the development, content and presentation of guidelines for use in clinical practice. This publication is intended to be the first in a continuing programme of review and development of clinical guidelines for palliative care.

The objectives of the guidance are to enable palliative care providers to make valid comparisons with others of the costs of their services; to avoid differences in reported costs due to different costing methods; to enable commissioners of healthcare services to make valid comparisons and bring about increased understanding of the full costs of the services provided. The manual includes guidance on cost allocation and sample worksheet layouts.

Setting out to address the educational needs of healthcare professionals, social workers and clergy who care for patients facing death or their relatives facing loss, the paper focuses principally on post-basic education of qualified staff. It recognises that many practice"palliative care" and employ its principles as part of their daily work, without necessarily using that vocabulary.

When drawing up and implementing CPR policies, it is necessary to give particular consideration to the needs of terminally ill patients. There is evidence to suggest that, for terminally ill patients, the harms of CPR are likely far to outweigh the possible benefits. Evidence indicates that, almost invariably, CPR either fails to re-establish cardiopulmonary function, or succeeds only to result in further cardiopulmonary arrest.

Focus on Commissioning examines the NHS Commissioning consultation and subsequent measures intended to facilitate the commissioning of health care services. In this new NCPC publication, NCPC considers the likely implications for palliative care services and how the assessment is being undertaken within the context of the introduction of Practice Based Commissioning and the implementation of Payment by Results (the national tariff) with respect to palliative care in the NHS and the voluntary sector.

The Minimum Data Sets are the National Survey of Patient Activity Data for Specialist Palliative Care Services. The survey celebrates its eleventh year and continues to be a key source of information on NHS and voluntary sector services. The Minimum Data Sets are the UK’s only continuous source of data from both NHS and voluntary sector palliative care services.

This paper aims to provide an introduction to potential outcomes measures in palliative care and their possible uses. Intended for use by both commissioners and providers of healthcare, it has a broad focus. Many measures have now been developed for palliative care, although none are perfect, and these are reviewed in this document. No single measure is recommended, but there are several which are sufficiently tested and could be used locally.

Lord Joffe's new Assisted Dying for the Terminally Ill Bill is due to have its second reading debate in the House of Lords on 12 May 2006. This follows his 2004 Bill of the same name, which ran out of time when the 2005 general election was called. The purpose of this briefing is to explain what the key points are of the 2005 Bill and how it differs from the 2004 Bill, to compare it against the Select Committee's recommendations, and to consider it from NCPC's perspective as set out in its response to the Select Committee's report.

Reports on two surveys commissioned by the Department of Health in 1999 to obtain a picture of the current level of provision for palliative care, and Health Authority views about the adequacy of and need for such services. It was envisaged that together with the Minimum Data Sets data, these surveys would assist the New Opportunities Fund in its consideration of bids for funding palliative care developments and provide an overall picture of the extent of palliative care provision across the country to help inform future development of national policy.
